 Beautification Committee

  • Description: The Beautification Committee examines aesthetic issues in the City. The Committee selects Homer A. Thornton Award winners from time to time for properties that have made significant beautification improvements. They administer the Judith P. Eells Fund to plant and maintain trees and decorative shrubs in the public right-of-way.
  • Eligibility Requirements: Those wishing to serve on the Beautification Committee must be residents of the City of Meadville and over the age of 18.
  • Meetings: Held in the Meadville City Building, 894 Diamond Park, on the fourth Tuesday of each month at 5:30 p.m.

 Blighted Property Review Committee (BPRC)

  • Description:  The Blighted Property Review Committee (BPRC) is charged with the review of properties which have become derelict, abandoned, or unfit for human habitation or other use by reasons of age, obsolescence, prolonged vacancy, dilapidation, deterioration, lack of maintenance and care,  or general neglect.  More info
  • Eligibility Requirements: Those wishing to serve on the Blighted Property Review Committee must be residents of the City of Meadville and over the age of 18.  The Committee is comprised of five members, serving 2-year terms,  representing City Council, City Staff, the Meadville Planning Commission, and the Redevelopment Authority of the City of Meadville.”
  • Meetings:  The BPRC meets on an as-needed basis the first Monday of the month at 8:00 a.m. in Council Chambers of the Meadville City Building, 894 Diamond Park.

 Board of Health

  • Description:  The Board of Health is responsible for all health issues in the City as prescribed by the Third Class City Code, the Pennsylvania Department of Health and the Ordinances of the City of Meadville. The Health Officer is the agent for the Board of Health.

 Civil Service Board

  • Description:  The Civil Service Board is a 3-member board established to insure the maintenance of a personnel system to recruit, employ, promote and retain qualified persons for employment with the City of Meadville. This board is responsive to the principles of equal opportunity employment and sound labor management relations. 
  • Eligibility Requirements: Those wishing to serve on the Civil Service Board must be a registered elector in the City of Meadville.

 Code Appeals Board

  • Description:  The Code Appeals Board is a 6-member board that sits for appeals of orders issued by the Code Official based on the construction codes and property maintenance codes.  Members serve a 3-year term.  The Board replaces the Fire Board of Appeals and Building Code Board of Appeals, effec. 11-12-01.
  • Eligibility Requirements: A member of the appeals board shall be qualified by training and experience to pass on matters pertaining to building construction. Training and experience shall consist of licensure as an architect or engineer, substantial experience in the construction industry or such other training and experience as may be appropriate for purposes of considering such appeals. Board members and alternates may include a person with substantial training and experience in the plumbing, electrical and mechanical trades and in fire safety. Members appointed to the board should not be from the same profession or occupation. A member of the board may be appointed who is not a resident of the city if a qualified person within the city is not found who satisfies the requirements.

 Environmental Advisory Committee

  • Description:  The Environmental Advisory Committee is a 7-member board established for the purpose of guiding City Council on environmental issues within the City of Meadville. 
  • Eligibility Requirements: Those wishing to serve on the Environmental Advisory Committee must be a resident, taxpayer, or property owner within the City of Meadville.

  • Description:  The Log Cabin Preservation Committee consists of 5 members who are in charge of overseeing the conditions at the log cabin historic landmark and making recommendations for repairs and maintenance.

 Planning Commission

  • Description:  The Planning Commission is a 7-member volunteer commission that, at City Council and administration’s direction, advises council, staff, and other boards or committees on planning subjects related to land use and infrastructure, such as the City’s zoning ordinance or parks plans, and performs certain other administrative or functional roles per state law. Its recent accomplishments include developing the City’s Climate Action Plan, initiating a repeal-and-replacement of the City’s zoning ordinance, and designating neighborhood planning areas in the City. For 2024-2025, the planning commission is directed to focus on contributing to the City’s housing and redevelopment area project plans, to a pedestrian-oriented transportation plan, and to updating and reissuing the City’s comprehensive plan.
  • Eligibility Requirements: Those wishing to serve on the Planning Commission must be residents of the City of Meadville and be at least 18 years of age.
  • Planning commissioner duties: Planning commission members must become familiar with the Pennsylvania Municipalities Planning Code, the PA Urban Redevelopment Law, Sunshine Act, and other planning subjects as applicable. The commission must be able to run its own meetings, keep meeting minutes and other records, and prepare formal communications. Regular meetings are monthly and special meetings may also be required. Members are expected to contribute a minimum of 10 hours to planning commission tasks between regular meetings.

 Shade Tree Commission

  • Description:  The Shade Tree Commission is a 5-member commission  that determines how the shade tree budget is to be allocated. The budget is expended on planting, removing and trimming street trees. Other projects include a Street Tree Inventory, Treasured Tree Program (nomination form), and the annual Arbor Day Ceremony. 
  • Eligibility Requirements: Those wishing to serve on the Shade Tree Commission must be residents of the City of Meadville and over the age of 18.

 Streetscape Review Committee

  • Description:  The Streetscape Committee is a 5-member advisory committee that consists of a member of the Planning Commission, a member of the Shade Tree Commission, a member of the Beautification Committee and two members of the community at large. The sole purpose of the Committee is to review the aesthetic aspect of construction projects including new buildings and additions to buildings. The comments are heard by the developer and reported to Meadville City Council. 
  • Eligibility Requirements: Those wishing to serve on the Streetscape Review Committee must be over the age of 18. 
  • Meetings:  Held when necessary at the City Building, 894 Diamond Park.

 Zoning Hearing Board

  • Description:  The Zoning Hearing Board is a 5-member board established to hear appeals, variance and special exception requests as provided for in the City of Meadville Zoning Code. 
  • Eligibility Requirements: Those wishing to serve on the Zoning Hearing Board must be residents of the City of Meadville and over the age of 18. Additionally, members of the board cannot hold any other elected or appointed office in the municipality nor be an employee of the municipality. 
  • Meetings:  Held as needed on the third Thursday of the month at 1:30 p.m. at Meadville City Building, 894 Diamond Park.
